Process for handling complaints

  • Complaints regarding operations will be handled through the Watch Commander or on-duty supervisor.

  • Complaints alleging criminal conduct will be investigated by the appropriate authority, appointed by the Chief of Police.

  • Formal written complaints, regardless of nature, are strongly encouraged. However, any substantive complaint will be investigated regardless of how it is received by the Department. Anonymous complaints involving serious misconduct will be followed up to the extent possible.

  • Citizens who file a formal written complaint will receive a formal written response from the Chief of Police.

  • A citizen wishing to file a complaint will be referred to a supervisor who will assist them. If the complaint involves a supervisor, it will be referred to another supervisor as soon as possible.

  • Complaints received by the Communications Unit (dispatch) via telephone will be referred to the on-duty supervisor. If the supervisor is not available, they will be referred to the most appropriate person’s voicemail.

You should expect an acknowledgement of your complaint within three business days after filling it.

Bias-based policing

Kansas Law K.S.A. 22-4610 prohibits the practice of racial or other biased-based policing by any law enforcement officer.

“Racial or other biased-based policing’’ means the unreasonable use of race, ethnicity, national origin, gender or religion by a law enforcement officer in deciding to initiate an enforcement action. It is not racial or other biased-based policing when race, ethnicity, national origin, gender or religion are used in combination with other identifying factors as part of a specific individual description to initiate an enforcement action.

In addition to filing a complaint with our department, any complaint of biased-based policing, including racial profiling or discrimination, may also be filed with the Office of the Attorney General:
